Goal

The goal of this project is to deliver a comprehensive Training-to-Employment Plan to prepare Land claim beneficiaries who are residents of Nunavut's Kivalliq region for guaranteed employment opportunities in the mining sector and spin-off economic activity. Through this project, participants will receive the training and workplace experience required to secure themselves long-term, sustainable jobs in the follow fields: Heavy Equipment Operators, Trades Apprentices, Journeymen, General Labourers, and Administrative/Technical Support and Professional staff.

To achieve this goal, the Kivalliq Mine Training Society (KMTS) consisting of a formalised partnership between the seven Inuit communities of the Kivalliq region (represented by the Kivalliq Inuit Association). The mining sector, the Territorial Government, the local AHRDA holder, and local and southern training institutions will provide 540 Inuit men, women, and youth in the Kivalliq Region of Nunavut with the training, certification, and job placement support required to take advantage of 280 long-term, sustainable jobs in the mining sector and spin-off economic activity. This project will create lasting benefits for individual participants, their families, and their communities.

Activities

The Kivalliq Mine Training Society (KMTS) will oversee the implementation and management of a comprehensive Training-to-Employment Plan to prepare Kivalliq residents for employment opportunities created through the construction and operation of Agnico-Eagle's Meadowbank gold mine. This mine is located approximately 75 kilometres north of Baker Lake, Nunavut. Through this project, participants will receive the training and workplace experience required to secure the following long-term, sustainable jobs: Heavy Equipment Operators, Trades Apprentices, Journeymen, Mill Workers, General Labourers, and Administrative/Technical Support and Professional staff.

Recruitment

KMTS will collaborate with the Government of Nunavut and the Nunavut Arctic College (NAC) to raise awareness of career options among Kivalliq residents, to distribute employment information, and to promote and recruit participants to the program. The Kivalliq Inuit Association’s Community Liaison Officers located in each community will also recruit participants.

Assessment

Prior Learning Assessments will be conducted by qualified professionals at the NAC and Kivalliq Partners in Development (KPID), the regional AHRDA holder. Career Development Officers will work with Adult Educators from the NAC’s Community Learning Centres located in each Kivalliq community and HR personnel at Agnico-Eagle Mines to develop individualised learning and career plans with participants.

Training & Skills Development

Preparatory skills training courses will be delivered on a rotational basis through the Community Learning Centres, including literacy and essential skills; academic preparation for trades entrance requirements for apprenticeships and safety certificates; and, academic preparation for job-ready Heavy Equipment Operator certification. Participants will also receive career counselling, personal financial counselling, and job and life skills support.

Skills development courses will include short-term and certificate courses such as Basic Mill Worker, Drivers License Class 3 (HEO), and Security Officer training. Some security and drivers training will be offered on-site by contractors. Advanced training courses will be offered by the Operating Engineers Training Institute of Ontario (Morrisburg, ON) or similar training organization, and the Northern College's Haileybury School of Mines (Haileybury, ON).
